Top 15 picks are protected.
If Nats sign Fuentes, Rox would get 1st pick of Round 2, after the supplemental round. Not a stellar deal. Best case would be DBacks and Rox would get pick 16 and a supplemental pick, but that is probably unlikely.

I'd rather
get the #18 pick from the Marlins than have either the DBacks or Dodgers sign him and have to face him so many times. But I doubt the Marlins will sign him, either. So we’ll probably end up lower in the 1st round, hopefully not in the 2nd.

I hate speculating
but it seems like the DBags don’t have the budget for a signing like that and wouldn’t want to give up their pick to the Rox. I think the Dodgers are pretty set at the back end of their bullpen with Saito and Broxton – even if both are somewhat question marks. Indians, Mets would be my most likely, but as you say – could end up being a supplemental and a 2nd rounder.
