All About Pitching
I’m no expert on other teams’ farm systems, but I guarantee you that the Rockies relatively low value is all about pitching. I refuse to believe that any other team has better position player prospects than the Rockies. If nothing else, the Rockies have always churned out position player after position player. It all comes down to pitching.

It's all about bias of the sample, actually
D-backs prospects, particularly their pitchers, get unusually high scores from Sickels, and since he made up a good chunk of what these ratings are based off of, they score much better than they should.
