I'm not sure if this was linked anywhere, but I found it over at Beyond the Box Score.. According to The Hardball Times, Jeff Francis had the best changeup in the majors in 2007.
Also of note, Marquis is/was #12 on the list of sliders.

Lidge wasn't quite as good in 07
and Hoffman had more blown saves in 2007 than any year in his career. I’m not surprised they didn’t rate highly
