Another way of saying "smells like a pile of dead fish in an outhouse" is to call it a "fluid situation". For example, if Troy Renck writes:
The Rockies' bullpen remains a fluid situation, and the anticipated makeover could extend beyond the return of injured right-handers LaTroy Hawkins and Ramon Ramirez in the next 10 days.
I'm sure he had that definition in mind.
